Ponsonby Parish Council Minutes - July 2014

  • Minutes of the meeting of the Parish Council held at 7.00pm in Calderbridge Village Hall on 8 th July 2014.

     

    Present: Mr R Stewart, Mr D Birks, Mr G Crayston, Mr A Rigg, Mr R Munro, DA Polhill (Clerk)

     

    56/14 Apologies – None Declarations of Interest. None.

    57/14 Acceptance of the last meeting minutes (10 th June 2014). These were approved.

     

    58/14 Matters arising from previous meeting .

     

    Traffic Plan. The Chairman said that as there had been no feedback from the numerous attempts to contact Cumbria Highways he had met with the Chairman of Gosforth PC (Mr Norman) to discuss common issues. The outcome of the meeting had been for the Clerk to arrange through Mr Clarkson for a joint meeting to address long-standing traffic and safety matters. This had taken place on 7 th July. An assurance had been given by County Highways that the status of the Traffic plan which had been agreed some 2 years previously would be clarified by the end of July. Answers would also be provided on the whereabouts of the A595 Safety Assessment survey which had been one of the reasons given why the Traffic Plan had been delayed. Further outcomes from this meeting were that letters should be sent to NDA – for them to nominate a senior person to liaise directly with the Parish Councils to resolve existing problems, and to the Police – to resolve various issues around traffic enforcement, advance warnings to residents regarding firing exercises, and the combined effort of County, Site and Community Police to act on behalf of residents. Because of holiday commitments this meeting has not taken place but arrangements will be made probably for some time in the first 2 weeks in August.

     

    Wind Turbines. The Chairman said that since the last meeting the site visit had taken place which he and Mr Jones attended. He thought the summary of the objections recorded, given by the planning officer was fair, but noted that NDA had not responded to the application and there appeared to be reluctance by Sellafield Ltd to actively address the safety/security concerns raised by the Parish Council.

    Planning applications

     

    a) Sellafield Export Facility. As this was a relatively minor modification to existing plans it was considered that no objection should be raised.

     

    Clerk’s Note : since the meeting he had received another set of plans from the County Council (who have overall responsibility for waste management planning). He had responded to Cumbria CC accordingly.

     

    b) Wind Turbine, Petersburgh Farm. As this site was within Beckermet parish The Clerk was asked to write to the Parish Council stating that Ponsonby PC would support it in any objection.

     

    Copeland BC Polling Station review. The Clerk had responded regarding the use of Calderbridge Village Hall which was considered satisfactory.

    62/14 Public participation – Open session for members of the public to ask questions. There were no members of the public present.

     

    63/14 Questions councillors wish to raise.

     

    Mr Rigg – Asked if there had been any progress regarding the telephone box. The Clerk said that due to a combination of holidays and visitors he had not investigated further but would try again.

     

     

    64/14 Date of next meeting. It was agreed that unless urgent matters arose there would be no meeting in August. The next scheduled meeting would be 9 th September 2014.
