Minutes of the meeting of the Parish Council held at 7.00pm in Calderbridge Village Hall on 10 th December 2013

85/12Minutes of the previous meeting. These were approved.
The Chairman said that as the member of the public was present specifically for Item 86/13 (c), he would take that item first. He then gave a summary of events to date and read a letter from Airvolution (A/V) to a series of questions he had posed following the public meeting. It appeared that not all residents had received letters of invitation and why letters had been received by some residents of Gosforth and Seascale remained unanswered. 45 residents had attended the public meeting and some 86% were not in favour of the development at this stage. He had also written to Copeland BC who had replied that no format existed for holding a referendum if that became necessary. No planning application had been submitted to date and the Parish Council would have 21 days from the date of receipt to respond. Mr Jones said that he had also posed questions to A/V and had not received a reply. He had consulted the Sellafield site Regulators; the Environment Agency not having any issues, and the Office for Nuclear Regulation (ONR) would have to see if there was any consequential effect eg. on the exclusion zone.
86/13 Matters arising from previous meeting .
87/13 Parish Council Representation.
Fell Road Action Group. Mr Jones said that he had been unable to attend the last meeting but feedback from traffic monitoring indicated that there had been some reduction in speeds and also the number of vehicles using the road. The Police were maintaining a visible presence although there had been some casualties to farm stock.
Village Hall. Mr Jones said that there was little to report other than redecoration of the Hall was being considered – estimated to be ~ £7K.
Copeland BC – As well as providing general information on Council Tax rebates, which was unnecessary as HMG had not made up its mind on what level of grant would be made, a request had been received for the level of parish precepts. This would be dealt with when the outcome from HMG was known and Copeland BC had translated that into individual parish grant levels – which under the present Government rules could be zero.

b) 2014-15 budget . The Clerk said that until the decision was made by Copeland BC as to how much Council tax Support Grant would be passed on to the parishes, budget setting would be put on hold.
Note: Since the meeting Government has informed District Councils of the amount of grant they will receive but it is still unclear whether parish precepts are to be included within the capping limits set by Government for District Councils.
